$32.2 Million in Financing Approved to Renovate 484 Units of Affordable Housing in Monroe County

NEW YORK - December 14, 2007 - The boards of the State of New York Mortgage Agency (SONYMA) and the New York State Affordable Housing Corporation (AHC) approved $32.2 million in financing and commitments yesterday that will result in the renovation of 484 affordable housing units in Monroe County.

“Access to affordable housing is a critical component in sustaining the economic security of our state’s working families,” said Governor Spitzer. “Through the remarkable accomplishments of our state housing agencies, more people can afford to live and work here—boosting our economy and creating stable neighborhoods throughout the state.”

“These actions demonstrate our commitment to affordable housing in Monroe County,” said Priscilla Almodovar, President and Chief Executive Officer of SONYMA and AHC. “Preserving and upgrading existing housing is a top priority for our agencies. I’m proud that these approvals will improve the lives of hundreds of residents in the City of Rochester and Monroe County.”

With this grant and other financings approved at the December meeting, AHC and its parent organization, the NYS Housing Finance Agency (HFA), have now approved financing for 6,061 units of affordable housing since January 1, 2007.

Yesterday’s actions provided financing for two projects: Rochester Civic Housing and the MHA Purchase Rehabilitation Program.

Rochester Civic Housing

SONYMA’s Mortgage Insurance Fund approved mortgage insurance for three projects known collectively as Rochester Civic Housing, where a major renovation at three locations in the City of Rochester will upgrade 464 affordable units. The New York State Housing Finance Agency (HFA), SONYMA’s sister agency, had earlier approved a $31.5 million mortgage for the project.

Rochester Civic Housing includes Norton Village in northeast Rochester, Fernwood Park in northeast Rochester and Ramona Park in northwest Rochester.

The projects include 516 units in 50 townhouse or garden-style buildings. Ninety percent, or 464 units, will be rented to tenants with incomes at or below 60% of Rochester’s AMI, or $38,460 for a family of four. During the renovations, current tenants will be relocated for five weeks to furnished hospitality suites within their buildings.

The renovations include new windows, kitchens, appliances, cabinets, bathrooms, roofs, electrical systems, plumbing systems and energy efficient boilers.

The project is being acquired by Rochester Civic Housing LLC, which is owned jointly by Rochester Civic Housing Inc., a non-profit that currently owns the developments, and an affiliate of Cornerstone Group Ltd., which will develop the project.

The total cost of the project is nearly $61.6 million. HFA approved a $31.5 million mortgage and a $5.2 million subsidy loan. The project will also receive an annual allocation of $1,771,444 in Federal Low-Income Housing Tax Credits and benefits from a real estate tax exemption from the City or Rochester.

MHA Purchase Rehabilitation Program

AHC approved a $700,000 grant to the Marketview Heights Association, Inc. to help acquire and renovate 20 single-family homes located at scattered sites in Monroe County. The homes will be marketed to families earning no more than $57,456 for a family of four. Successful applicants will purchase the homes before renovations are made. The total cost of the program is $2.1 million. Homeowner mortgages and equity will also provide resources for the program.

NYS Affordable Housing Corporation Approves $600,000 Grant for 15 Ulster Condos

NEW YORK - December 14, 2007 - The board of the New York State Affordable Housing Corporation (AHC) yesterday approved a $600,000 grant to the Rural Ulster Preservation Company, Inc. (RUPCO) to build 15 condominiums in the Village of Ellenville in Ulster County.

“I am very proud that we are able to partner with the Rural Ulster Preservation Company and provide new homes for low- and moderate-income families in Ulster County,” said Priscilla Almodovar, President and Chief Executive Officer of AHC. “This grant demonstrates our commitment to improving the housing stock of the Hudson Valley.”

The grant to RUPCO, a not-for-profit housing organization, will help finance 15 three-bedroom condos located in three separate buildings on Broadhead and Canal Streets in Ellenville. Ulster County households with incomes up to $56,896 for a family of four will be eligible to purchase the homes.

With this grant and other financings approved at the December meeting, AHC and its parent organization, the NYS Housing Finance Agency (HFA), have now approved financing for 6,061 units of affordable housing since January 1, 2007.

The total cost of the project is more than $3.2 million. In addition to the AHC grant and homeowner mortgages, the project will also receive $83,000 in NeighborWorks Revolving Loan funds and $165,000 in program funds from RUPCO; $150,000 in grant funds from the Community Preservation Corporation; and $33,000 in HOME funds from the NYS Division of Housing and Community Renewal (DHCR).

NYS AHC Approves $240,000 Grant for Phase II of Sherwood Heights Redevelopment Project in Delaware County

NEW YORK - December 14, 2007 - The board of the New York State Affordable Housing Corporation (AHC) yesterday approved $240,000 for the construction of six homes in Phase II of the Sherwood Heights Redevelopment Project in the Village of Sidney, Delaware County.

“The Affordable Housing Corporation is very proud to continue its partnership with the Village of Sidney in its efforts to revive the Sherwood Heights neighborhood,” said Priscilla Almodovar, President and Chief Executive Officer of AHC. “This grant is part of our commitment to improve the housing stock and the economy of upstate New York.”

The grant was made to the Village of Sidney for the redevelopment project located on Bird Avenue and Johnston Circle in the Sherwood Heights section of the village. Local households making up to $45,584 will be eligible to purchase the homes.

With this grant and other financings approved at the December meeting, AHC and its parent organization, the NYS Housing Finance Agency (HFA), have now approved financing for 6,061 units of affordable housing since January 1, 2007.

The Sherwood Heights Redevelopment Project is a major community initiative to transform a blighted low-income neighborhood of predominantly vacant multifamily housing into an income-diverse area of single-family homes. Sidney had previously completed Phase I of the project with the help of AHC funds. The project involves demolishing existing structures and building six single-family homes on the site.

The total cost of the project is $831,470. In addition to AHC funds and homeowner mortgages, the project will receive $170,000 in federal Community Development Block Grant funds and $1,800 in village funds from Sidney.

NYS Affordable Housing Corporation Approves $300,000 Grant to Repair 30 Homes in Rensselaer County

NEW YORK - December 14, 2007 - The board of the New York State Affordable Housing Corporation (AHC) yesterday approved a $300,000 grant to Rensselaer County Housing Resources to renovate 30 homes in Rensselaer County.

“Access to affordable housing is a critical component in sustaining the economic security of our state’s working families,” said Governor Spitzer. “Through the remarkable accomplishments of our state housing agencies, more people can afford to live and work here—boosting our economy and creating stable neighborhoods throughout the state.”

“This grant is important to upgrading the housing stock of upstate New York,” said Priscilla Almodovar, President and Chief Executive Officer of AHC. “I’m proud that AHC is able to partner with Rensselaer County Housing Resources to promote homeownership for low- and moderate-income families in Rensselaer County.”

The grant will enable Rensselaer County Housing Resources to acquire and renovate homes to bring them in compliance with state and county safety codes. Applicants with household incomes of up to $59,416 will be eligible to purchase the homes.

With this grant and other financings approved at the December meeting, AHC and its parent organization, the NYS Housing Finance Agency (HFA), have now approved financing for 6,061 units of affordable housing since January 1, 2007.

The AHC grant will help fund a $4.2 million first-time homebuyer program that leverages other funds to subsidize the purchase of the homes. In addition to the AHC grant and homeowner mortgages, the program will receive $200,000 in Access to Home funds provided by the NYS Division of Housing and Community Renewal (DHCR), $300,000 in grant funds from the Governor’s Office for Small Cities and $500,000 in HOME funds from DHCR.

Domenici Announces $743,000 in HUD Funds for Housing Benefits in N.M.

WASHINGTON - December 13, 2007 - U.S. Senator Pete Domenici announced today that several New Mexico housing programs will benefit from over $743,000 in grant funds from the Department of Housing and Urban Development (HUD).

HUD awarded $268,422 through the FY2007 Resident Opportunities for Self Sufficiency (ROSS) funding, while supplying $474,904 in FY2007 Housing Choice Voucher – Family Self Sufficiency (FSS8) funds.

“Residents across the state should benefit from improved housing opportunities as a result of these HUD funds,” said Domenici. “I am pleased at the families, seniors and individuals who will have access to services as they seek economic self-sufficiency.”

The following New Mexico programs received FY2007 HUD funds:

• City of Albuquerque Housing Services ($65,500)

• Clovis Housing & Redevelopment Agency, Inc. ($81,600)

• Santa Fe Civic Housing Authority ($117,699)

• Santa Fe County Housing Authority ($160,565)

• Taos County Housing Authority ($93,840)

• Truth or Consequences Housing Authority ($54,604)

• Bernalillo County Housing Department ($114,888)

• Region VI Housing Authority in southeast New Mexico ($54,630)

HUD’s ROSS program provides grants to public housing agencies, tribes/tribally designated housing entities, resident associations, and non-profit organizations to deliver and coordinate services aimed at helping residents attain economic self-suffiency, and assisting senior residents with services to help them continue their independence.

FSS8 funds improve local coordination efforts to provide public and private assistance to help participating families achieve economic independence.

Domenici is a senior member of the Senate Appropriations Committee, which plays a large role in determining federal funding priorities, including programs administered through the Department of Commerce.
